The All-Russian Center for National Construction Policy (VCNSP) is a leading organization engaged in expert and managerial activities in the field of construction in the Russian Federation.

The main mission of the CNS is to ensure the sustainable development of the country's construction industry and increase its competitiveness at the national and international levels.

The VCNSP conducts a detailed analysis of the construction sector, including technologies, staffing, production of building materials and equipment, the level of design and engineering of contractors. Special attention is paid to the analysis of construction volumes and the investment climate in different regions and at the international level.

The VCNSP organizes international forums, conferences, exhibitions and business missions in order to create a platform for the exchange of experience and cooperation between countries. The events showcase the best practices and achievements of the construction sector, as well as contribute to deepening cooperation in the field of technology, design and building materials.

Within the framework of the events, direct negotiations are held between entrepreneurs of the construction industry, which contribute to the conclusion of commercial contracts, exchange of views and the formation of long-term business ties.
Formation of proposals for the Government of the Russian Federation
Development of recommendations
Based on the conducted analytical studies and activities, the VCNSP forms proposals for the Government of the Russian Federation to improve cooperation with partner countries in the construction and investment sector.
Preparation of proposals
Based on the results of analytical work and activities, documents are being developed that contain conclusions, recommendations and comprehensive action plans aimed at developing international cooperation and investment activity in the construction
industry.
International cooperation
One of the key activities of the VCNSP is to build and strengthen international cooperation in the construction sector. Within the framework of the Center's work, cooperation with dozens of states is carried out, aimed at forming long-term partnerships.

Cooperation is carried out with such countries as the United Arab Emirates, Saudi Arabia, Egypt, Turkey, Kazakhstan, Mongolia, India, China, the Republic of the Union of Myanmar, the Republic of South Africa, Belarus and other countries of the near and far abroad.

Organization of international events
The VCNSP pays great attention to the development of bilateral relations with friendly partner countries, cooperating with dozens of states to build long-term cooperation. As part of our events, we present the achievements of the domestic construction complex and create a platform for dialogue and building business ties.

Industry events — forums, conferences, exhibitions, business missions, presentations of investment opportunities of the Russian construction complex — all this is aimed at strengthening international cooperation, intensive exchange of views and experience on various issues of the construction sector, the conclusion of commercial contracts and the formation of long—term business relations between states.
Current projects and activities
Russia–China Construction Forums: Systematic Development of Bilateral Cooperation

I Forum in Harbin
In April 2024, the First Russia–China Construction Forum was held in Harbin, Heilongjiang Province, China. The event became a significant platform for knowledge exchange and strengthening bilateral cooperation in the construction sector.
The forum brought together more than 10,000 participants, including representatives of government bodies, business communities and professional organizations from both countries. Key topics included construction digitalization, the implementation of intelligent systems, and rapid-construction technologies for emergency situations.
The forum played an important role in supporting the development of Russia’s Far East. Special attention was given to integrating innovative solutions, establishing educational and research clusters, and creating the Russia-China Competence Center — a platform for knowledge exchange and joint project implementation.

II Forum in Blagoveshchensk
On May 24-25, 2025, the Second Russia–China Construction Forum was held in Blagoveshchensk. The event was organized by the All-Russian Center for National Construction Policy (VCNSP) with the support of the Ministry of Construction and Housing of the Russian Federation, the Government of the Amur Region, and relevant agencies of China.

Moving Forward — Establishing the Federal Competence Center
Following the forums, the initiative to create a Federal Competence Center for the development of Russia-China cooperation in the construction and related sectors received high-level support.
The project was presented to the President of the Russian Federation by representatives of VEB.RF and the Agency for Strategic Initiatives during the “Strong Ideas for a New Time” forum, where it was ranked among the top 17 initiatives.

Key features of the project:
  • Objective: to provide comprehensive support for government bodies and businesses in cooperation with China, and to stimulate exports, investments and joint project development.
  • Location: Blagoveshchensk — a strategic point of direct interaction with China.
  • The project has received support from the Russian Export Center, regional authorities and has been positively evaluated at the federal level.


Institutional Development and Future Plans
Following the II forum, a Resolution was adopted, providing for:
  • annual forums held alternately in Russia and China;
  • the creation of mechanisms to monitor the implementation of agreements;
  • expansion of cooperation formats, including digital platforms and joint sectoral working groups.



III Forum — Coming in 2026 in Harbin
The Third Russia-China Construction Forum will take place in 2026 in Harbin, China. It is expected to be even larger in scale, with broader thematic coverage, an expanded pool of participants, and new levels of integration for joint projects.



The Forum as a Development Platform
The Russia-China Construction Forum has become a sustainable platform for long-term growth, strategic alignment and the implementation of real projects that are transforming the construction industry and strengthening bilateral cooperation between the two countries.




Key outcomes of the forum:
  • A sustainable communication infrastructure was established with Chinese partners, creating regular working contacts between the professional communities of the two countries.
  • Several agreements were signed, including:
  • the creation of joint sectoral competence centers;
  • the launch of pilot projects in construction, digital technologies and education;
  • the development of cross-border cooperation.
  • Contracts were concluded for joint scientific and technological initiatives, including personnel training and the exchange of engineering solutions.
  • More than 20 projects were launched, following agreements achieved during the I and II forums. According to the Chinese side, some of these projects are already delivering tangible results.
  • A platform for continuous professional development was created, offering educational modules, seminars, online programs and professional exchange.


China
The forum will offer opportunities to discuss promising initiatives, strengthen business ties, and expand cooperation between construction companies from both countries.
The business mission to Africa is focused on developing professional skills, supporting entrepreneurship, and fostering sustainable regional growth. The program includes initiatives to address the housing and social infrastructure deficit, introduce educational and vocational programs, and develop water resources in the Kingdom of Lesotho using modern technologies.
Additionally, tourism-related projects are under consideration, including the development of a resort zone with innovative infrastructure and the launch of construction material production, enhancing the competitiveness of local products.
Special attention is given to transportation infrastructure, including the expansion of railway and road networks and the potential integration of innovative solutions in the electric vehicle industry. The mission will include official meetings with government representatives and construction companies to discuss joint projects and strengthen bilateral ties.

The Center of Excellence in Construction will be opened in South Africa as part of a joint project of the VCNSP and the Republic of South Africa. This project is aimed at developing the professional skills of the local population and stimulating entrepreneurship, which will help solve the problem of youth unemployment.

The program for the development of the potential of innovation and technology in Construction (IBT) will focus on eliminating the shortage of housing and social infrastructure, as well as on the development of housing infrastructure and integrated development of territories. Russia and South Africa have agreed to exchange experience in the implementation of such projects, which will significantly improve the quality of the urban environment in the country.
The Republic of South Africa
Russia and India are expanding cooperation in the construction industry, implementing joint projects and reinforcing bilateral relations. During the India-Russia Business Forum in Mumbai, agreements were signed with leading Indian construction companies and industry organizations.
The collaboration prioritizes technology exchange, the promotion of Russian construction materials in the Indian market, and the implementation of housing and infrastructure projects. A key focus is workforce development—the Russian side plans to cooperate with Indian partners on recruiting skilled labor, training specialists, and sharing best practices to enhance the potential of the Russian construction sector.
India
Russia is creating a Center of Competence and Innovation in Construction in Sri Lanka. The VCNSP has reached an agreement with the Government of Sri Lanka on the establishment of a center based on a public educational institution in Colombo. The center will train qualified specialists in the field of construction, innovation and digitalization of the industry.

It is also planned to hold a business mission and an industry forum in Sri Lanka in 2025, within the framework of which the prospects for the use of innovative technologies in the integrated development of territories will be discussed. The key example will be the project «Port City Colombo».
Sri Lanka
Myanmar hosts the First Construction and Investment Forum
Preparations are underway for the inaugural Russia-Myanmar Construction and Investment Forum, scheduled for the first half of 2026. The event aims to expand cooperation in construction, infrastructure development, and the exchange of technological solutions, including in the field of “rapid construction.”
The agreement to hold the forum was reached in April 2024 in Naypyidaw during the first meeting of the Joint Working Group of the Eurasian Economic Commission and the Government of Myanmar, chaired by Dr. Kan Zaw and Sergey Glazyev. Following the discussion, the parties agreed to jointly prepare the forum and an industry exhibition. The meeting was also attended by the head of the All-Russian Center for National Construction Policy (VCNSP).
As part of the preparations, VCNSP, with the support of the Embassy of Russia and the Russian Trade Mission in Myanmar, held a series of meetings and negotiations with government agencies:
  • With the Ministry of Construction, current infrastructure priorities and potential formats for the participation of Russian companies in construction projects were discussed.
  • With the Ministry of Investment and Foreign Economic Relations, organizational details of the forum and further coordination were agreed upon.
  • Topics related to urban development were reviewed with the Yangon City Development Committee (YCDC), along with issues of engineering infrastructure, urban environment services, and digital monitoring.
  • An agreement was reached on business community support and participation, as well as on organizing B2B meetings with the assistance of the Union of Myanmar Federation of Chambers of Commerce and Industry.
  • With the Customs Department, mechanisms for duty-free import of exhibition samples and the establishment of a direct communication channel for the preparation period were discussed.
A summary of the results and the next steps were outlined together with representatives of the Embassy of Russia in Myanmar.
Myanmar
Russian-Emirates Construction Forum 2025: A New Stage of Strategic Partnership

From April 30 to May 2, 2025, the Russian-Emirates Construction Forum was held in the UAE. The event was organized by the All-Russian Center for National Construction Policy in partnership with leading Emirati developer Aldar Properties, with the support of government authorities of the Russian Federation and the United Arab Emirates, as well as the Embassy and Trade Mission of the Russian Federation in the UAE.

The forum became a key international platform for building long-term and mutually beneficial cooperation in construction, territorial development, digital transformation, and sustainable urban planning. Special emphasis was placed on institutionalizing bilateral interaction, transferring technologies, and launching joint investment initiatives.
The forum's main outcomes were consolidated in the Final Resolution, including the following priorities:
  • Launch of joint development and infrastructure projects across both countries;
  • Advancement of digital solutions in construction (integration of BIM technologies, AI, and smart city systems);
  • Joint development of standards for sustainable building and green certification;
  • Expansion of industrial and technological cooperation;
  • Creation of favorable conditions for mutual investment;
  • Establishment of research and educational clusters and professional training programs;
  • Opening of the All-Russian Center for National Construction Policy Representative Office in the UAE and launch of the EurasiaBuildHub digital industry platform.
Strategic initiatives for 2025-2030 include:
  • Pilot project “Mirror Construction” — parallel implementation of flagship projects utilizing Russian and Emirati technologies in priority regions of both countries;
  • Creation of the BUILD-EAST Consortium — a unified alliance of developers, engineering firms, and building materials manufacturers aiming for joint entry into the markets of the Middle East, Africa, and Central Asia;
  • Launch of the EurasiaBuildHub digital platform — an industry communication and project catalog system, serving as a marketplace for construction technologies and a legal and marketing support hub for market participants;
  • Formation of a Bilateral Construction Innovation Fund — an investment tool to support high-tech solutions and startups in the sector.
Expected outcomes:
  • Expansion of Russia’s export potential in construction technologies and services;
  • Attraction of direct foreign investment into the Russian construction sector;
  • Access for the UAE to highly qualified Russian engineering and architectural professionals;
  • Enhanced economic resilience through deeper technological cooperation;
  • Development of a new format of international partnership combining education, innovation, and capital.

The All-Russian Center for National Construction Policy continues its consistent efforts to strengthen international collaboration, develop institutional mechanisms for long-term interaction, and promote Russian expertise and interests in strategic foreign markets.

VCNCP Strengthens Russia–Saudi Arabia Cooperation in the Construction Sector: Key Initiatives and Outcomes

An official meeting between the construction industry delegations of Russia and the Kingdom of Saudi Arabia took place in Moscow, aimed at expanding bilateral cooperation and sharing strategic expertise. The event brought together representatives of the All-Russian Center for National Construction Policy (VCNCP), the Ministry of Municipalities and Housing of Saudi Arabia, the Saudi Contractors Authority, and leading construction companies from both countries.

Opening Remarks and Strategic Vision

H.E. Majid bin Abdullah Al-Hogail, Minister of Municipalities and Housing of Saudi Arabia, delivered welcoming remarks, emphasizing the significant potential for joint development. Alexander Moor, Head of VCNCP, highlighted the importance of systematic knowledge exchange and collaborative implementation of major urban, infrastructure and industrial projects.
Signing of a Memorandum of Understanding

A major milestone of the event was the signing of an MoU between VCNCP and the Saudi Contractors Authority. The document establishes:
  • the strengthening of bilateral partnership,
  • exchange of technological and managerial expertise,
  • joint project development,
  • full support for Russian companies entering the Saudi market.
Next Steps

Saudi representatives were invited to the International Economic Forum “Russia–Islamic World: KazanForum”. Additionally, VCNCP and the Russian-Arab Business Council are preparing a joint Construction & Investment Forum in Riyadh in February 2026.

The work of VCNCP with the Saudi region is strategic, comprehensive and impactful. It opens unprecedented opportunities for Russian companies — from full government support to access to Vision 2030 mega-projects and free land for pilot initiatives. What DMPR / VCNCP Does in Saudi Arabia: Key Results of the Official Mission

During the visit to the Kingdom, Alexander Moor met with the Contractors Authority, the Ministry of Construction, the Ministry of Investment, and major state institutions. The following outcomes were achieved:

1. Cooperation with Contractors and Manufacturers

Saudi Arabia expressed strong interest in Russian companies in Category “A”:
  • manufacturers of building materials, interior solutions, furniture, and sanitary equipment;
  • turnkey contractors;
  • engineering and technology-driven organizations;
  • companies experienced in delivering large-scale projects.

2. Full Support for Russian Companies Entering the Saudi Market
The Ministry of Investment and the Saudi Contractors Authority confirmed:
  • full, free-of-charge assistance to Russian companies;
  • support with registration, legal and administrative processes;
  • integration into ongoing tenders, state programs and investment mechanisms;
  • consultations on investment protection and market entry strategies.

3. Pilot Projects and Land Allocation
A groundbreaking agreement was reached:
  • Saudi Arabia will provide land plots free of charge for pilot projects involving Russian companies;
  • full administrative support for documentation and permits;
  • joint development of housing, commercial, social and industrial facilities.

This mechanism provides an exceptional opportunity for Russian businesses to establish long-term presence in one of the world’s fastest-growing construction markets.

Planned cooperation
In the framework of international cooperation, preparations are underway for a major BRICS Construction Forum in 2026.

This event will be a pivotal platform for strengthening collaboration between the construction industries of BRICS nations, promoting technological advancements, architectural innovation, and sustainable urban development.

The forum will facilitate knowledge exchange, foster new partnerships, and create opportunities for joint construction industry initiatives.
BRICS Construction Forum
As part of the RUSBUILD HUB initiative, a permanent exhibition of Russian construction technologies and materials in Southeast Asia is being developed. This project will create new opportunities for international cooperation, providing direct engagement between Russian companies and developers, contractors, architects, and government agencies across Southeast Asia and BRICS+ countries.

One component of the initiative is the development of a digital catalog of construction materials in Russian, English, and Thai, facilitating seamless interaction and increasing global interest in Russian technologies.

The second phase of RUSBUILD HUB will include the launch of a showroom, demonstrating Russian construction technologies and materials in real-world conditions.
Thailand
This hub will become a valuable resource for industry professionals seeking innovative solutions.
Cooperation with Turkey is planned to be developed in several key areas:
Turkey
Joint construction projects.
The possibilities of implementing projects both in Russia and Turkey are being discussed.
Logistics and supply of construction materials.
An important aspect is the establishment of mutually beneficial supplies of materials and components.
Development of operational construction in emergency situations.
Russia and Turkey have experience in disaster management, and partnership in this area will help develop methods for rapid construction of housing and infrastructure for victims. In particular, Turkey is interested in studying Russian operational construction technologies, which is especially important after a devastating earthquake.
It is planned to create a joint scientific and technical base where innovative solutions in the construction industry will be developed and tested, including using digital platforms and artificial intelligence.
